Building Across Boundaries: Saravela Development Tackles Dual Zoning

When a construction site spans two zoning districts, developers face unique challenges. For the proposed Saravela mixed-use project, located on North Tamiami Trail between Fourth and Fifth Streets, the solution is to adhere to both Downtown Core and Downtown Bayfront zoning requirements without rezoning.

At the Dec. 18 meeting, Sarasota’s Development Review Committee (DRC) reviewed the initial site plan for Saravela, a 1.7-acre development by GSP Sarasota, based in Des Plaines, Illinois. The site, currently a mix of vacant residential and commercial properties, will host an 11-story structure (with one bonus floor for attainable housing) within the Downtown Core and an 18-story portion in the Downtown Bayfront district.

Key Features of Saravela

Saravela is designed to include:

  • 271 residential units, 30 designated as attainable housing.
  • 11,402 square feet of retail space.
  • A 3,000-square-foot green space open to the public.
  • 389 parking spaces, including 14 for public use.

To balance walkability and functionality, parking and loading zones are planned off Fifth Street, preserving pedestrian-friendly spaces along North Tamiami Trail and Fourth Street. The developer has also requested to vacate Fourth Way, an alley dividing the property.

Renderings by SKA Architecture showcase rooftop amenities, including a pool atop the 11-story section and a deck on the taller tower. However, adjustments are still needed. For example, balconies above the 11th floor on the 18-story portion violate Downtown Core air space restrictions and must be removed.
